The upcoming UNFCCC COP28 in Dubai (UAE) in November this year will pay special attention to the burning issue for the whole world - to double the reduction of greenhouse gas emissions by 2030. Thus, the world will limit global warming to 1.5°C above pre-industrial levels by 2050. The COP28 organizers see the Conference as a marvelous opportunity to rethink, reset and reorient the climate agenda.

For the Central Asian countries, the UNFCCC COP28 will also be a landmark event to determine the future of the entire Central Asian region. To this end, the governments of the Central Asian countries, together with international partners and CAREC, are organizing a single dialogue platform - the joint Central Asia Pavilion "5 countries - 1 region - 1 voice".

Welcome message

The Joint Pavilion of the Central Asian countries is so far the only platform in the global climate arena for the Central Asian region to demonstrate solidarity in combatting climate change, exchange views, talk about the national priorities of each country and its position in the negotiation process and identify the common interests of the region at the UNFCCC COP28.

The Pavilion provides Central Asian countries with a unique opportunity to show their investment potential, role in the global climate process, prospects and existing needs for financing, technology and expertise. In addition, this is a unique opportunity to highlight the high climate vulnerability of the region and the risks of climate migration to the world community, especially in the context of the current global climate agenda.

Zafar Hakimovich Makhmudov

Position Name: Executive Director 

Organization: Regional Environmental Centre for Central Asia (CAREC) 

Mr. Zafar Makhmudov is the Executive Director of the Regional Environmental 
Centre for Central Asia (CAREC).   

His main areas of professional expertise and activities are related to the mainstreaming climate change adaptation and mitigation into national development plans and strategies. Prior to joining CAREC, Mr.  Makhmudov served as the Head of the Project Implementation Unit at the Committee for Environment  Protection under the Government of the Republic of Tajikistan, where he coordinated projects on natural  resource management at all levels of their implementation, including project development, structuring,  negotiation, execution and monitoring. He negotiated the initiation of new projects, which are carried out in close cooperation with a number of international development partners, in close coordination with the donor community and concerted actions of the multilateral development banks by providing access to climate and environmental funds with the support of the National Coordinator. The portfolio of implemented projects included the PPCR project in Tajikistan “Environmental Land Management and Improving Livelihoods in Rural Areas” and the “Program for Adaptation to Climate Change and Mitigation of Its Consequences in the Aral Sea Basin”. 

Mr. Zafar Makhmudov also served as the Senior Advisor to the Chairman of the Committee on Achieving the Sustainable Development Goals and the Paris Agreement of 2030. As a member of the Board of the Climate Investment Funds and Co-chair of the Pilot Program Committee for Climate Resilience, he  has advanced experience in managing and preparing National Adaptation Plans, a National Adaptation  Strategy for Climate Change, National Environmental Plan and extensive experience in conducting  negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) and other  climate related funds.

Central Asia Pavilion: A Core demonstrating the Diversity of the East

Over 10,000 people participate in various events during the Conference of the Parties. In this case, the pavilions are a hallmark of the participating countries designed to attract everyone's attention.

For this reason, the Central Asian governments have mandated the Regional Environmental Center for Central Asia (CAREC) to organize a joint Central Asia Pavilion at the UNFCCC COP28 with the support of national and development partners.

The thematic content of the Pavilion complies with the principle of parity of the participating countries and follows the theme of the UNFCCC COP28. They are decarbonization of the economy, development of the green finance system, carbon markets, biodiversity conservation, and adaptation to climate change.

At the venues provided by the Central Asia Pavilion, the countries of the region will hold meetings with their direct partners – representatives of international organizations, development banks, and investors in green energy projects.

Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan will present their achievements, results, and prospects on a single platform in the CA Pavilion "5 countries – 1 region – 1 voice". Over 21 years of joint work, the countries of Central Asia have accumulated great potential in environmental legislation, strategic planning and the introduction of innovative technologies, which is an advantage of the region.

Statements of the countries of Central Asia: Strength in Unity

Central Asia will voice two regional statements in Dubai: on behalf of the governments of Central Asian countries and on behalf of NGOs and youth of Central Asia.

The draft regional statements for the UNFCCC COP28 emphasize the extreme vulnerability of the region to climate change, and its serious affecting on ecosystems, national economies, and public health. At the same time, the region has a high potential for testing innovative technologies, methods, and approaches to increase climate change resilience and fulfil the Paris Agreement objectives.

Blue Zone

The Blue Zone is a UNFCCC-managed site, open to accredited party and observer delegates. It hosts the formal negotiations, as well as panel discussions, speaking events and cultural events across the two weeks of the conference.

Only UNFCCC-accredited participants (Parties; IGOs, NGOs, observers; media; UN officials) will have access to the Blue Zone. The UNFCCC's online registration portal opened in June 2023.

The COP28 UAE Blue Zone is located in Expo City Dubai.

Green Zone

The Green Zone is open to delegates and guests of the Blue Zone, Public and Private Sector, NGOs and the General Public.

The Green Zone is located at Expo City Dubai, adjacent to the Blue Zone.

At the UNFCCC COP28, the Green Zone will be operational between Thursday 30 November and Tuesday 12 December 2023.

Green Zone will provide participation in sponsor and stakeholder hubs, curated content and programing, community engagement.
