CAREC Presents WasteMAP at IPU Regional Parliamentary Seminar in Dushanbe

Publication date: 29 May 2026

Dushanbe, Tajikistan — The Regional Environmental Centre for Central Asia (CAREC) joined parliamentarians and climate experts from across Eurasia at the Regional Seminar for Parliaments of Eurasia,
jointly organized by the Supreme Council of the Republic of Tajikistan and the Inter-Parliamentary Union (IPU). The event, part of the global IPU series on the implementation of the Sustainable Development Goals (SDGs), was convened to discuss how parliaments can contribute to strengthening regional cooperation on climate change, water security, air pollution, methane emissions reduction, and public health.
The waste sector remains one of the most underestimated sources of greenhouse gas emissions in Central Asia. Methane emissions from this sector continue to grow, while data on waste composition and volumes at most landfill sites remain largely unavailable

CAREC Country Office Director in Tajikistan, Zebuniso Muminzoda, delivered a presentation on WasteMAP — an innovative satellite-based platform that helps Central Asian countries identify and monitor methane emissions from landfill sites and transform raw environmental data into practical climate policy.

The benefits of WasteMAP extend far beyond emissions monitoring. More accurate national greenhouse gas inventories strengthen countries’ positions in international negotiations and support the implementation of Nationally Determined Contributions (NDCs), while investment-ready project portfolios help unlock access to climate finance that has historically been difficult for the region to obtain. At the sectoral level, the platform helps governments identify which landfill sites most urgently require intervention and assess modern waste management solutions.

The project “Empowering Methane Action with WasteMAP in Central Asia’s Waste Sector  (Kyrgyzstan and Tajikistan) -WasteMAP” is implemented by CAREC with financial support from the Global Methane Hub (GMH). The project aims to strengthen national capacities for monitoring and reducing methane emissions in the municipal solid waste sector through the use of innovative digital solutions.

WasteMAP is an online platform developed jointly by RMI (Rocky Mountain Institute) and Clean Air Task Force with support from the Global Methane Hub. The platform is designed to improve the transparency, measurability, and management of methane emissions in the waste sector. More information is available at wastemap.earth and globalmethanehub.org.
