
A delegation of the Ministry of Environmental Protection of Turkmenistan is participating in the “Practical Training on Strengthening the Capacity of Central Asian Countries in Preparing Biennial Transparency Reports (BTRs)”, taking place from 29 September to 2 October 2026 in Istanbul, Republic of Türkiye.
The event is organized as part of the activities of the Regional Climate Action Transparency Hub for Central Asia (ReCATH), hosted by the Regional Environmental Centre for Central Asia (CAREC), with technical support from the Greenhouse Gas Management Institute (GHGMI). The programme brings together experts from the United Nations Framework Convention on Climate Change (UNFCCC) and the Initiative for Climate Action Transparency (ICAT).
The delegation of the Ministry of Environmental Protection of Turkmenistan includes:
Derya Deryayev, Deputy Head of the Environmental Protection Department,
Atamyrat Myradov, Deputy Head of the Environmental Control Service,
Nazar Gurbangulyyev, Chief Specialist for Coordination of International Environmental Programmes.
Mergen Kepbanov, Director of the CAREC Project Office in Turkmenistan, is also participating in the training.
The training brings together specialists from five Central Asian countries — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Its objective is to improve the quality of climate reporting, strengthen national technical and institutional capacities, and facilitate the exchange of practical experience within the enhanced transparency framework of the Paris Agreement.
The training focuses on the preparation of national greenhouse gas inventories, tracking progress in the implementation of Nationally Determined Contributions (NDCs), assessing mitigation measures, and developing projections. Participants are also addressing issues related to interagency data exchange, filling data gaps, ensuring the quality of reporting, and preparing for the technical expert review process under the UNFCCC.
The programme includes practical sessions, consultations with international experts, and hands-on work with climate reporting tools. The BTR Solutions Arena format provides an opportunity to discuss common methodological issues across the region and develop approaches tailored to the specific needs of each country.
According to Mergen Kepbanov, the preparation of BTRs and tracking progress in the implementation of NDCs are closely interconnected areas of work that are of particular importance for Turkmenistan. NDCs establish national climate objectives, while BTRs provide a framework for reporting on progress towards these objectives, assessing the results of measures undertaken, and identifying further support needs.
He highlighted the importance of strengthening the capacities of national experts, systematizing data, and ensuring effective cooperation among relevant institutions. The exchange of experience among Central Asian countries, together with cooperation with international experts, contributes to further improving this work in line with Turkmenistan’s national priorities.
Following the training, national teams will identify priority steps for further improving their Biennial Transparency Reports and determine areas where additional capacity-building support is needed. The participation of Turkmenistan’s representatives contributes to strengthening regional cooperation and enhancing practical expertise in the field of climate reporting.
