On 23 June, the Final Conference “Enhancing Climate Transparency and NDC Implementation in Central Asia: ReCATH Phase II Results and Prospects for Phase III” commenced in Bishkek, Kyrgyzstan.
The conference brings together representatives of government agencies from Central Asian countries, national coordinators and experts in climate policy, as well as representatives of international organizations and partners, including FAO, ICAT, GHGMI, GIZ, multilateral development banks (MDBs), UNDP, UNEP and UNEP-CCC.

Participants reviewed the achievements and results of ReCATH Phase II and discussed the practical application of the tools and methodologies developed under the project at the national level. They also explored prospects for the further development of the initiative and possible directions for the potential Phase III of the ReCATH project.
Particular attention was given to the project’s achievements in climate transparency, Nationally Determined Contribution (NDC) implementation, climate finance, and adaptation monitoring across Central Asian countries.
Representatives of the Central Asian countries exchanged views on the strategic priorities for a potential ReCATH Phase III. Among the areas previously identified by participating countries during the Regional Steering Committee (RSC) meeting in March 2026 are the institutionalization of regional approaches to adaptation monitoring and evaluation (M&E), strengthening mechanisms for tracking NDC progress, and further development of climate finance tools.
The ReCATH project (the Regional Climate Transparency Hub for Central Asia) was established to strengthen national and regional capacities in climate transparency and the implementation of the Paris Agreement across Central Asian countries. During the first phase of the project (2021–2024), ReCATH successfully established a regional platform for technical cooperation, peer learning and institutional capacity-building under the Enhanced Transparency Framework (ETF). Through targeted technical assistance, regional workshops and technical working groups, the project supported countries in improving greenhouse gas (GHG) inventories, assessing the impact of climate policies on emission reductions, enhancing adaptation monitoring and evaluation systems, tracking climate finance, and preparing Biennial Transparency Reports (BTRs).
ReCATH Phase II (2025–2026) marked a new stage in the initiative’s development, shifting its focus toward practical technical support for the implementation of Nationally Determined Contributions, including support for the preparation of NDC 3.0. The project facilitated the application of developed tools and methodologies within national climate planning processes, strengthened institutional arrangements, supported sectoral planning, promoted climate finance mobilization, and enhanced monitoring, evaluation and climate transparency systems.
Throughout Phase II, participating countries received technical support in several priority areas, including peer-review processes for national GHG inventories, the application of analytical tools for climate policy assessment, the development of regional approaches to adaptation M&E systems, and the advancement of sustainable finance approaches. Significant emphasis was also placed on strengthening regional cooperation through the exchange of experience, methodologies and practical solutions among Central Asian countries.
