As part of the implementation of the “Concept for Interaction between CAREC and Civil Society Organizations of Central Asia for 2020–2025”, and with the aim of expanding partnership initiatives in the field of sustainable development, a trilateral Memorandum of Cooperation has been signed between the Country Office of the Regional Environmental Centre for Central Asia (CAREC) in Uzbekistan, the public association “Suvchi”, and the public association Agroinnovatsiya Foundation.
The memorandum is signed in the spirit of the principles outlined in the Concept, approved by CAREC’s Board of Governors. According to this Concept, cooperation with CSOs is based on mutual respect, partnership, and strengthening the role of civil society in environmental and sustainability processes in the region.
Purpose and Focus Areas of the Partnership
The signed document is aimed at strengthening partnerships, coordinating actions, and implementing joint initiatives at the national level in Uzbekistan. The key objectives include:
- Promoting the participation of civil society organizations in the development and implementation of environmental projects;
- Supporting local initiatives by creating a platform for dialogue with government agencies;
- Facilitating the inclusion of vulnerable groups, including women and youth, in decision-making processes;
- Fostering leadership, environmental awareness, and the professional capacity of local communities;
- Applying digital and innovative tools for monitoring, feedback, and interaction with local authorities.
A Platform for Practical Engagement
One of the key mechanisms established by the agreement is the creation of a Coordination Group, consisting of representatives from all three parties. This group will meet regularly to coordinate actions, exchange experiences, and monitor progress.

Synergy with CAREC’s Concept
The agreement fully aligns with the objectives outlined in CAREC’s Concept for interaction with CSOs, including:
- Supporting CSO participation in national and regional environmental processes;
- Promoting joint solutions in the areas of climate change, water resource management, clean energy, and sustainable consumption;
- Developing dialogue platforms involving NGOs, businesses, and the government;
- Joint implementation of projects, including participation in grant competitions and tenders.
