RESILAND Tajikistan. Awareness-Raising Seminar on Pasture Use Held in GBAO

A training seminar on the rational use and protection of pastures was held in the Murghab, Shughnan, Rushan, and Vanj districts of the Gorno-Badakhshan Autonomous Region (GBAO) under the Resilient Tajikistan Landscape Restoration Project (RESILAND Tajikistan Project). The Project is implemented by the Committee for Environmental Protection and the financial support of the World Bank.

The event was organized within the framework of a cooperation agreement with the civil society organization Peshsaf and implemented in accordance with subcomponents 1.2 and 2.2 of the project aimed at improving the performance of the Pasture Management Commissions.

The seminar brought together representatives of local executive bodies of state authority, local self-governing bodies of towns and villages pasture user associations, as well as relevant institutions responsible for land and pasture protection. Particular attention was paid to the work of the Pasture Management Commissions, established at the local level in accordance with Article 20 of the Law of the Republic of Tajikistan dated June 25, 2021, No. 1791 “On Pastures.”

The seminar was held with the participation of project specialists, a representative of the Pasture and Reclamation Trust of the Ministry of Agriculture of the Republic of Tajikistan, Mr. Sidzhoiddin Isroilov, and a representative of the Peshsaf organization from July 28 to August 1, 2025.

Participants were provided with information about the goals and objectives of the project, including the need to enhance the work of local Pasture Management Commissions. Experts shared up-to-date information on the legal framework, mechanisms for the allocation and monitoring of pastures, as well as strategies for planning the sustainable use of these resources.

During the seminar, the representative of the Pasture and Reclamation Trust provided a detailed overview of the functions and powers of the Commission, which is a permanent body established by decision of People’s Deputies based on proposals from local executive authorities.

The main responsibilities of the Commission include:

·       defining the boundaries of pastures within settlements;

·       determining the duration of pasture use;

·       resolving disputes related to the allocation and use of pastures;

·       overseeing the effective use of pastures;

·       developing annual and mid-term pasture use plans with the involvement of local specialists;

·       monitoring the condition of pastures and the effectiveness of their use.

Holding this seminar was an important step toward improving coordination between government institutions and pasture user communities. The discussion of practical aspects of legislative implementation, experience sharing, and the involvement of relevant specialists contributed to increasing awareness and improving the professional capacity of all stakeholders involved in the regulation of pasture management in the region.
