At the Regional Dialogue, “Harmonizing Policies, Developing a Roadmap and Digital Tools for Coordinated Joint Efforts,” participants discussed progress in implementing the Kyrgyz Republic Resilient Landscape Restoration Project (RESILAND Kyrgyzstan) under the World Bank-supported Central Asia Resilient Landscapes Restoration Program (RESILAND CA+).
The Project has been under implementation since September 2024. Its objectives are to increase the area under sustainable landscape management in selected areas of the Kyrgyz Republic and to strengthen cooperation between the Kyrgyz Republic and other Central Asian countries on the restoration of transboundary landscapes.
The Project's implementing agency is the Ministry of Emergency Situations of the Kyrgyz Republic. The Project is implemented in close coordination with the Ministry of Economy and Commerce of the Kyrgyz Republic, the State Agency for Land Resources, Cadastre, Geodesy and Cartography under the Cabinet of Ministers of the Kyrgyz Republic, and research institutions of the National Academy of Sciences of the Kyrgyz Republic.
The Project comprises two main components: (i) strengthening institutional capacity and regional cooperation; and (ii) enhancing landscape resilience and livelihoods.
Under the first component, activities are focused on strengthening climate risk management systems. These include the establishment of glacier, snow cover, mudflow, and flood monitoring systems; modernization of hydrometeorological and environmental monitoring infrastructure; and enhanced collaboration among relevant government agencies and scientific institutions.
The Project is also establishing a Climate Data Collection and Processing Center, developing digital platforms for land degradation monitoring and emergency forecasting, creating a unified database of mudflow protection infrastructure, and delivering capacity-building programs for government specialists.

In cooperation with research institutions, including the University of Central Asia, training courses have been launched for staff of relevant departments of the Ministry of Emergency Situations of the Kyrgyz Republic and Kyrgyzhydromet. In addition, study tours and technical training programs are planned in the Republic of Korea and Switzerland for selected participating institutions.
As part of regional cooperation, work is underway to establish a Regional Climate Disaster Catalogue for Central Asia, develop a regional roadmap for mudflow risk reduction, and prepare for the Second Global Mountain Summit "Bishkek+25," scheduled to take place in 2027.

Under the second component, comprehensive assessments are being carried out across 21 priority mudflow-prone sites. The Institute of Forest of the National Academy of Sciences of the Kyrgyz Republic is preparing designs for protective forest plantations to reduce mudflow risks. Engineering designs for mudflow protection infrastructure are also under preparation, while opportunities for implementing Nature-Based Solutions (NbS) are being assessed.
Another important area of the Project focuses on strengthening sustainable income-generating opportunities for local communities. Through the "One Village – One Product +1" initiative, implemented in more than 20 rural settlements, 123 production training sessions have been delivered, providing practical skills to more than 822 residents, while approximately 36 locally processed product recipes have been developed. The Project also aims to create at least 800 sustainable jobs and expand economic opportunities for women and rural communities.
As part of disaster risk reduction infrastructure modernization, 72 units of modern engineering equipment have been supplied to operational divisions of the Ministry of Emergency Situations of the Kyrgyz Republic.
As highlighted during the Regional Dialogue, the RESILAND Kyrgyzstan contributes to strengthening climate risk management systems, restoring resilient landscapes, enhancing institutional capacity, and promoting the sustainable development of rural areas. The implementation of Project activities is expected to increase resilience to climate and natural hazards at both the national and regional levels.

From June 24 to 26, representatives of Central Asian countries met in Bishkek to discuss joint solutions for reducing mudflow and flood risks, strengthening natural hazard monitoring systems, and enhancing regional cooperation in the context of climate change.
