Regional Workshop to Strengthen Green Climate Fund Concept Note Development Capacity in Central Asia

Publication date: 05 June 2026

Almaty, Kazakhstan, 9–12 June 2026 – The Regional Resource Centre for Asia and the Pacific of the Asian Institute of Technology (AIT RRC.AP), with financial support from the Ministry of the Environment of Japan and in partnership with the Green Climate Fund (GCF) Secretariat and in cooperation with the Regional Environmental Centre for Central Asia (CAREC), will convene a regional training workshop aimed at strengthening the capacity of climate finance stakeholders across Central Asia to develop high-quality Green Climate Fund (GCF) concept notes.

The workshop will bring together representatives from National Designated Authorities (NDAs), Accredited Entities (AEs), Direct Access Entities (DAEs), government agencies, civil society organizations, and other key stakeholders from across the region to enhance their understanding of GCF funding modalities, particularly the Simplified Approval Process (SAP), and support the development of strong climate project pipelines.

The workshop responds to continuing challenges faced by countries in Central Asia in translating national climate priorities into fundable GCF projects. Through a combination of expert presentations, interactive discussions, practical exercises, and peer-learning opportunities, participants will strengthen their capacity to apply GCF investment criteria, develop climate rationales, design results frameworks, and prepare concept notes aligned with GCF policies and programming requirements. Participants are expected to develop draft problem and objective trees, theories of change, logical frameworks, environmental and social risk screening assessments, and initial sections of GCF concept notes. By supporting regional knowledge exchange and fostering collaboration among national institutions, AIT RRC.AP, CAREC, and their partners aim to enhance readiness for GCF engagement and contribute to a stronger pipeline of climate-resilient and low-emission development investments across Central Asia.
