Recognition of the Important Role of Civil Society Organizations in Achieving Sustainable Development Goals

he country office of the Regional Environmental Centre for Central Asia (CAREC) in the Republic of Uzbekistan hosted a meeting with representatives of the Nationwide Movement "Yuksalish" on March 25, 2025. 

The Nationwide Movement "Yuksalish" was established by the Decree of the President of the Republic of Uzbekistan "On the State Program for the Implementation of the Action Strategy on Five Priority Areas of Development of the Republic of Uzbekistan for 2017–2021 in the 'Year of Active Investments and Social Development'."

"Yuksalish" has the authority to actively participate in discussions on the implementation of planned reforms, including those outlined in the State Program, within the chambers of the Oliy Majlis (Parliament) of Uzbekistan and local Kengashes (Councils) of People's Deputies. It also regularly provides analytical information and proposals to the Parliament, the Administration of the President of Uzbekistan, and the Cabinet of Ministers.

The meeting convened Askar Mamatkhanov, Deputy Chairman/Executive Director of "Yuksalish"; Umid Radzhabov, Head of the Department for Reform Implementation Support and Advisor to the Chairman; Dilorum Rozikova, Head of the Department for International Cooperation Development; Nodirbek Rahimjonov, Director of the CAREC Country Office in Uzbekistan; and Barno Bakhramova, an employee of the "Climate-Resilient Integrated Water Resources Management" project with SDC participation.

They discussed implementation of joint projects to improve the environmental situation in Uzbekistan, developing initiatives involving the Environmentalists' Club, and organizing joint events at both national and regional levels, engaging eco-activists—more than 200 representatives from various communities.

As a result of the meeting, the parties agreed to sign a memorandum of understanding to strengthen cooperation and further develop partnership relations, taking legal obligations into account.


To emphasize the significance and official status of the memorandum signing, the CAREC Country Director, Nodirbek Rahimjonov, proposed holding a ceremonial signing as part of the Central Asia Climate Change Conference (CACCC-2025), scheduled for May 13–15, 2025, in Ashgabat, Turkmenistan.

The key objectives of the Nationwide Movement "Yuksalish" include establishing an open dialogue with the public and business community, forming an effective system of public oversight, mobilizing the efforts of government bodies, non-governmental non-profit organizations, and other civil society institutions, as well as citizens, particularly youth.

The movement serves as a platform for developing and promoting advanced innovative ideas for national development by engaging entrepreneurs, business representatives, academia, civil society institutions, international organizations, and the general public. It also facilitates research, debates, discussions, and televised debates on existing challenges and solutions.

The central office of "Yuksalish" is located in Tashkent, and has regional branches throughout Uzbekistan.

Currently, the Nationwide Movement "Yuksalish" has a pool of more than 20 highly qualified experts, an Experts' Club with over 200 members from various communities, and an EcoClub consisting of young people and eco-activists.
