
On 23 June 2026, representatives of Turkmenistan participated in the final conference of the project “Enhancing Climate Transparency and NDC Implementation in Central Asia: ReCATH Phase II Results and Prospects for Phase III,” which took place at the Orion Bishkek Hotel in the Kyrgyz Republic. The event was organized by the Regional Climate Transparency Hub for Central Asia (ReCATH) with the support of ICAT, the GHG Management Institute, and the Regional Environmental Centre for Central Asia (CAREC).
The conference served as a platform to review the results of ReCATH Phase II, discuss the progress of Central Asian countries in fulfilling their commitments under the Paris Agreement, prepare updated Nationally Determined Contributions (NDCs 3.0), and identify priority areas for further regional cooperation within the framework of the potential Phase III of the project.
Turkmenistan was represented at the event by:
• Derya Deryayev, Deputy Head of the Environmental Protection Department of the Ministry of Environmental Protection of Turkmenistan;
•Merdangylych Mammedov, Chief Specialist of the International Projects Coordination Division of the Ministry of Environmental Protection of Turkmenistan;
• Mergen Kepbanov, Director of the CAREC Project Office in Turkmenistan;
•Nazar Allaberdiyev, Head of the Secretariat of the Interstate Commission on Sustainable Development (ICSD) of the International Fund for Saving the Aral Sea (IFAS).
During the conference, the results achieved under ReCATH Phase II in 2025–2026 were presented, including the development of national climate transparency systems, capacity-building for the preparation of Biennial Transparency Reports (BTRs), improvement of national greenhouse gas inventories, enhancement of monitoring, reporting and evaluation (M&E) systems, and expansion of opportunities for climate finance mobilization.
Particular attention was paid to the preparation of NDCs 3.0, the improvement of national climate reporting mechanisms, strengthening institutional capacity, and advancing regional cooperation on climate change.
Representatives of Turkmenistan actively participated in thematic sessions and discussions, exchanged experiences with colleagues from Central Asian countries and international experts, and explored opportunities for further cooperation in implementing national climate commitments and promoting sustainable development.
Conference participants emphasized the importance of maintaining and further developing the ReCATH Regional Climate Transparency Hub as an effective platform for knowledge exchange, capacity-building across the region, and the promotion of joint initiatives in climate policy.
The event also provided an opportunity to discuss strategic directions for the further development of regional cooperation and to formulate proposals for the priorities of the potential ReCATH Phase III, aimed at further strengthening climate commitments.
