CACCC-2026 Plenary Session Highlights the Transition from Climate Commitments to Implementation in Central Asia


Astana, 2026 — Today, the Central Asia Climate Change Conference (CACCC-2026) opened with a plenary session titled “NDC 3.0: From Commitments to Action,” bringing together representatives of Central Asian governments, international organizations, and development partners.

The session set the strategic direction for the conference and provide a platform to discuss key priorities for implementing updated Nationally Determined Contributions (NDC 3.0), including climate policy, adaptation, mitigation, and climate finance.

Since its establishment in 2018, CACCC has emerged as an important regional platform for dialogue and knowledge exchange on climate change. In recent years, the conference has demonstrated a gradual shift from addressing climate risks toward advancing implementation, including the integration of climate priorities into development processes and the strengthening of institutional frameworks.

CACCC-2026 takes place at a critical juncture, as countries in the region move forward with the implementation of their updated NDCs and seek to reflect the outcomes of global climate negotiations, including COP30. In this context, enhanced coordination of efforts to achieve national and regional climate goals is increasingly important.

In Central Asia, climate change is closely linked to water resource management, energy security, ecosystem health, and food system resilience. These interconnections underscore the importance of developing coordinated regional approaches.

The CACCC-2026 plenary session reflects a shared commitment among countries and their partners to accelerate the implementation of climate actions and strengthen regional cooperation. The outcomes of the session are expected to contribute to advancing regional dialogue and supporting countries in achieving their climate and sustainable development objectives.

The Central Asia Climate Change Conference (CACCC-2026) is organized by the Regional Environmental Centre for Central Asia (CAREC) under the World Bank’s Central Asia Resilient Landscapes Restoration Program (RESILAND CA+) in collaboration with the Central Asia Water and Energy Program (CAWEP), the World Bank, and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, with additional support from other programs and partners.

The Central Asia Water and Energy Program (CAWEP) is a partnership between the World Bank, the European Union, Switzerland, and the United Kingdom aimed at strengthening water and energy security at both the regional and national levels in the context of a changing climate.
