On July 29th 2026, The Regional Environmental Centre for Central Asia (CAREC) held the fourth online training session under the Enhancing Uzbekistan's Methane Inventories (UzEMI) project. The training, titled "The Oil & Gas Methane Partnership (OGMP) 2.0," was jointly funded by the International Methane Emissions Observatory (IMEO) and the Environmental Defense Fund (EDF), implemented by Carbon Limits, and delivered as part of the IMEO Methane Training Series. The session brought together government representatives, experts, and other stakeholders from Uzbekistan to strengthen their understanding of the world's leading measurement-based reporting framework for methane emissions in the oil and gas sector.
The training introduced participants to OGMP 2.0, the UN-backed reporting standard that now counts over 155 member companies operating across 90 countries and covering 42% of global oil and gas production. Participants learned about the framework's five-tier reporting system, which guides companies from single consolidated emissions estimates toward source-level direct measurement and independent site-level verification, and about the timeline companies follow to reach "Gold Standard" reporting status. The session also highlighted how OGMP 2.0 data is reshaping industry understanding of methane sources, underscoring the value of granular, measurement-based data for designing effective mitigation strategies.
The training was opened by Alba Lorente, Methane Monitoring Scientist at EDF, who delivered brief opening remarks on behalf of EDF and welcomed participants. She emphasized the importance of strengthening methane emissions measurement, reporting, and mitigation through collaboration and capacity building.
The first session was led by Georgie Passalaris, Engagement Lead at IMEO at the UN Environment Programme (UNEP). She introduced IMEO's role in providing open, reliable, and actionable methane data to governments, industry, and other stakeholders. The presentation highlighted IMEO's work in combining scientific studies, satellite detection through the Methane Alert and Response System (MARS), digital transparency tools such as the Eye on Methane platform, and industry reporting through OGMP 2.0 to support global methane emissions reduction efforts.
The training concluded with an interactive presentation by Irina Yareshko from Carbon Limits, who provided a practical overview of the OGMP 2.0 reporting framework. She guided participants through the reporting requirements, implementation process, and best practices, helping them better understand how to apply the framework within their organizations and improve the quality of their methane emissions reporting.
This training is part of a series that has introduced participants to various methane observation tools, including MethaneSAT to its applications, and non-satellite detection and quantification technologies. This particular session turned to the international reporting and transparency frameworks that translate emissions data into credible, comparable action,including the growing role of OGMP 2.0 as the basis for the EU Methane Regulation and a model for national MRV policy elsewhere.
Participants representing the National Climate Change Center, the Center for Digitalization of Agroindustry under the Ministry of Agriculture of the Republic of Uzbekistan, the Green Economy Projects Center under the Ministry of Economy and Finance of the Republic of Uzbekistan, JSC Uzbekneftegaz, Uzhydromet, and the Forestry Agency of the Republic of Uzbekistan gained a clear understanding of the steps that a company joining OGMP 2.0 needs to take in order to achieve the “Gold Standard” level of reporting.
Yareshko concluded by emphasizing that a company's transition to the OGMP 2.0 Gold Standard should be implemented gradually, with different timelines for different assets, while the quantification methods are flexible and well documented.
UzEMI aims to strengthen the capacity of Uzbekistan stakeholders to monitor, report, and reduce methane emissions, supporting the development of effective national policies and practical emission reduction measures.
