Representatives of Turkmenistan Discuss Transparency of Climate Actions in the Land Use and Forestry Sector in Dushanbe

From 2 to 5 February, a delegation from Turkmenistan is taking part in the regional practical training “Enhancing Capacity in Greenhouse Gas Inventory Development and Policy Assessment in the Land Use, Land-Use Change and Forestry (LULUCF) Sector” held in Dushanbe, Republic of Tajikistan.

Regional cooperation in the context of the Paris Agreement

The ReCATH project is aimed at strengthening the capacity of Central Asian countries to build and manage robust and transparent measurement, reporting and verification (MRV) systems, as well as supporting the transition to a new reporting format under the Enhanced Transparency Framework (ETF) of the Paris Agreement. The project is implemented by the Regional Environmental Centre for Central Asia (CAREC) with technical support from the Greenhouse Gas Management Institute (GHGMI).

Objective and thematic focus of the training

The main objective of the training is to develop participants’ practical knowledge and skills in assessing greenhouse gas emissions and removals in the LULUCF sector, as well as in assessing the impacts of climate policy. Particular attention is given to issues related to data preparation and use, tracking land use and land-use change, and applying tools for the assessment of climate measures.

The training brings together capacity-building activities within the ReCATH modules aimed at improving the quality of greenhouse gas inventories and enhancing policy assessment approaches in the LULUCF sector.

Participation of the Turkmenistan delegation

Mergen Kepbanov, Director of the CAREC Project Office in Turkmenistan, is taking part in the training, together with a delegation from Turkmenistan consisting of:

Atamurad Muradov, Deputy Director of the Environmental Control Service of the Ministry of Environmental Protection of Turkmenistan,

Esenov Annaguly, Director of the Forestry Department of Balkan velayat of the Ministry of Environmental Protection of Turkmenistan,

Meretdurdy Hudayberenov, Head of the Land Cadastre Department of the Land Resources Service of the Ministry of Agriculture of Turkmenistan,

Amangul Ovezberdiyeva, Coordinator of the GIZ regional project “Climate Risk Management in Central Asia”,

Leila Khadjimuradova, Head of the Ecology and Biodiversity Department of the Scientific Information Centre of the Interstate Commission on Sustainable Development of the International Fund for Saving the Aral Sea (SIC ICSD IFAS),

Gaygysyz Gurbanseyidov, National Logistics Specialist.

“Experience exchange and joint practical work within regional trainings contribute to strengthening the capacity of Central Asian countries in the field of climate reporting”, noted Mergen Kepbanov, Director of the CAREC Project Office in Turkmenistan.

Discussion of key issues within the four-day programme

Over the four days, training participants will consider methods and approaches to greenhouse gas inventory development in the LULUCF sector, taking into account national specificities of the countries of the region, issues related to the assessment of climate policy impacts, and will exchange experience on technical achievements and challenges arising in the preparation of inventories.

The programme includes technical sessions, practical exercises, country presentations, and group discussions aimed at strengthening regional cooperation and fostering mutual learning.

Practical value of the event

Holding such regional trainings contributes to deepening professional dialogue among relevant specialists of Central Asian countries and strengthening regional cooperation in the field of transparency of climate actions. The practical orientation of the event allows participants not only to become familiar with methodological approaches, but also to practise their application using specific examples of national policies and inventories.

Next steps

Following the completion of the in-person phase of the training, participants will continue working on technical tasks over the coming months with the opportunity to receive advisory support from the trainers, which will help consolidate the acquired knowledge and apply it in national practice.
