Kyrgyzstan hosts the regional practical training “Adaptation reporting: ETF/BTR requirements, best practices and existing methodologies and approaches” in Bishkek, June 26 – 28, 2024.
The training was organized within the framework of the project to create a regional centre for climate action transparency in Central Asia (ReCATH) and the Capacity Building Initiative for Transparency - Global Support Program (CBIT-GSP).
The training brings together relevant stakeholders in the field of transparency, such as focal points and experts from national institutions and line ministries responsible for climate reporting, thematic experts and other transparency and adaptation practitioners involved in the preparation of reports and policies under the UNFCCC UN and Paris Agreement
Deputy Minister of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic Asel Raimkulova highlighted the significance of this training in strengthening reporting on adaptation. Asel Raimkulova emphasized that ReCATH and CBIT-GSP are a magnificent example of international cooperation aimed at supporting Central Asian countries in achieving climate goals.
Executive Director of the Regional Environmental Centre for Central Asia (CAREC) Zafar Makhmudov expressed gratitude to the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic for assistance in conducting this training. He recalled that CAREC was created as a platform that unites the efforts of all countries of the Central Asian region.

This training completes a series of webinars that were held from June 5 to June 19 and were devoted to a similar topic. More information about the webinars is available on the Climate Transparency Platform. Compared to webinars, this face-to-face training is aimed at deepening participants’ knowledge of onboarding reporting.
The main objective of the training is to deepen participants' skills and knowledge of the provisions for reporting information related to climate change impacts and adaptation under the Paris Agreement and the Convention, including adaptation-related information that should be included in the BTR.
As ReCATH Project Manager Dilovarsho Dustzoda notes, ReCATH provides all the latest technologies for reporting and transparency of climate action.

The workshop also seeks to present best practices and examples from countries in reporting adaptation information within existing reporting frameworks (MRVs) and build on experiences with tools and methodologies that help them collect adaptation information and report under the UNFCCC.
As project specialist Oksana Kravtsova notes, the key objectives of the training are:
- improving the content of adaptation reporting as part of biennial transparency reports, which will further serve as the main reference information for global stocktaking in achieving the global adaptation goal (Global Stocktake);
- improve common understanding of the needs of developing countries for support for adaptation reporting and increase the recognition of adaptation in climate reporting;
- providing countries with the opportunity to exchange experience best practices, and lessons learned that have been developed within the framework of NAP projects, including the M&E system;
- expanding knowledge about available methodologies, tools and approaches to assessing losses and damages and obtaining additional information from practitioners and developers.

The Regional Climate Action Transparency Center (ReCATH) project in Central Asia is an implementation of the Initiative for Climate Action Transparency (ICAT), which supports countries in developing their capacity to create and manage a robust transparent framework that will enable them to effectively meet obligations under the Paris Agreement and facilitates the transition of countries to the new reporting under the Enhanced Transparency Framework (ETF).
The ReCATH project is implementing a collaborative approach that brings together five Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) and supports technical experts and expert institutions in the region to create sustainable and integrated Measurement, Reporting, and Verification (MER/V) systems. The Capacity Building Initiative for Transparency - Global Support Program (abbreviated as CBIT-GSP) is a five-year global project funded by the Global Environment Facility (GEF), implemented by the United Nations Environment Program (UNEP) and implemented by the UNEP Copenhagen Climate Center (UNEP- CCC). The purpose of the CBIT-GSP is to provide streamlined support and capacity building at national, regional and global levels to help developing countries implement the reporting provisions of the UNFCCC and the enhanced transparency framework of the Paris Agreement and ultimately increase the ambition of climate action. CBIT-GSP is implemented through regional networks. For the countries of Central Asia and the Caucasus, the project works with Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
Given the commonalities of both projects in supporting the region to meet capacity needs on transparency and ETFs, CAREC/ReCATH and CBIT-GSP are collaborating to organize a regional face-to-face workshop on adaptation reporting: ETF/BTR requirements, best practices and existing methodologies and approaches.
