Water, energy, and food security are tightly interlinked in Central Asia, forming a resource nexus that transcends the borders of the five Central Asian states of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. The goal of the USAID Regional Water and Vulnerable Environment Activity is to strengthen regional capacity to manage shared water resources and mitigate environmental risks in the Syr Darya and Amu Darya River basins. The Activity takes a multi-level governance approach to tackling complex regional water challenges by strengthening collaboration through stakeholder dialogues; developing a shared vision for integrated and sustainable river basin management using evidence and modeling; and fostering collaborative action across sectors and governance levels.
As a regional partner CAREC supports implementation of the USAID WAVE’s activities in Central Asia.
CAREC provides its staff, facilities and working contacts to help implement USAID WAVE activities across Central Asia.
CAREC’S GOAL:
To support activities of USAID WAVE in Central Asia in support of its goal to strengthen cooperation across Central Asia for improved stability, economic prosperity, and healthy ecosystems.TARGET GROUPS:
Part 1: Administrative.
· Developing annual work plans; preparing weekly, quarterly and annual reports; communicating with national partners and the USAID country office in Turkmenistan;
· Ensuring ongoing data collection for WAVE’s MEL system; and
· Ensuring Information support and donor visibility.
Part 2: Implementation of the WAVE Activity in Turkmenistan according to WAVE Work plan and AMELP.
· Supporting WAVE’s Capacity Development and Education Lead to implement all activities in Turkmenistan according to objective 1 (IWRM education) in the workplan;
· Supporting WAVE’s Integrated Water Resource Management Lead to implement all activities in Turkmenistan according to objective 2 (IWRM promotion) in the workplan;
· Supporting WAVE’s Water Policy Lead to implement all activities in Turkmenistan according to objective 3 (regional cooperation) in the workplan; and
· Assisting WAVE staff to implement projects within the WAVE grants program in Turkmenistan, including trainings for grantees, grant monitoring and MEL data collection, and environmental compliance procedures.
Part 3: Supporting WAVE to develop and host a Community of Practice platform for Central Asian countries.
· Developing and ensuring further promotion of the Community of Practice platform (CoP) among academics, graduate students and water specialists in the region;
· Supporting the Network of Academic Societies (NAS) to foster networks of academics, graduate student and water specialists for knowledge exchange.
Part 4. Supporting USAID WAVE to organize celebrations of Syr Darya River Day (2022) and Amu Darya River Day (2023).
1) A Community of Practice platform has been created on the riverbp.net website: https://www.riverbp.net/community_of_practice/
2) The project conducted:
- 6 training events on interactive Nexus Simulation;
- 2 meetings of the Network of Academic Societies.
3) The project supported holding of 10 events to celebrate the Syrdarya and Amudarya river days (8 - national and 2 – regional events).
