GENERAL INFORMATION
The first phase of the ReCATH project laid a strong foundation for regional climate transparency by building institutional capacity and fostering cooperation among Central Asian countries. Notable national-level achievements include Kazakhstan’s successful improvement of its national GHG inventory system, which resulted in the removal of its non-compliance status under the Kyoto Protocol. Uzbekistan also enhanced the structure of its GHG inventory reports.
Throughout the region, all five countries began utilizing key modelling tools, including the Low Emissions Analysis Platform (LEAP) and the Greenhouse Gas Abatement Cost Model (GACMO), while initiating regional discussions on adaptation monitoring indicators and the development of a green taxonomy to support climate finance mobilization.
ReCATH’s first phase was instrumental in creating a strong peer-learning and cooperation framework. The project organized 27 targeted training sessions, reaching 441 participants (including 244 women), on core topics such as GHG inventories, adaptation reporting, climate finance, policy impact assessment, and NDC tracking. Regional Technical Working Groups (TWGs) were established to provide a platform for ongoing technical exchange, collaboration, and shared learning.
These successes have built momentum for the ReCATH extension, which aims to deepen technical assistance, finalize regional outputs, and support countries in preparing ambitious, data-informed NDC 3.0 submissions under the Paris Agreement.
PROJECT GOAL
The goal of the ReCATH extension is to strengthen national and regional transparency systems in Central Asia in line with the Enhanced Transparency Framework (ETF) of the Paris Agreement. The project aims to support countries in developing the institutional, technical, and expert capacity needed to:
· Refine and improve national GHG inventories through peer review and mutual learning;
· Assess and track climate adaptation efforts via a regional monitoring and evaluation (M&E) framework;
· Facilitate access to climate finance through the development and adoption of a regional “green” taxonomy;
· Support the design and implementation of ambitious NDC 3.0 submissions, integrating evidence-based mitigation and adaptation measures;
· Promote regional collaboration through technical working groups, expert networks, and coordinated transparency efforts.
PROJECT OBJECTIVES
The main objective of the extension is to consolidate and expand ReCATH’s role as a regional support centre, enhancing ETF-aligned national transparency systems and supporting the formulation of robust NDC 3.0 updates.
Specific objectives include:
· Strengthening technical capacity on GHG inventories, adaptation MRV, and climate finance tracking through peer learning and targeted training.
· Finalizing and operationalizing regional outputs, including the Monitoring and Evaluation (M&E) framework for adaptation and the Central Asia “Green” Taxonomy.
· Enhancing coordination of transparency-related initiatives across Central Asia.
· Facilitating outreach and donor engagement to ensure the long-term sustainability of the ReCATH hub.
TARGET AUDIENCE
The ReCATH extension engages a wide range of stakeholders across Central Asia — from government ministries and national experts to universities and civil society. It supports those working on climate policy, greenhouse gas inventories, adaptation, and climate finance. Special focus is given to national technical teams, policy planners, and academic institutions involved in transparency and NDC processes. By connecting experts and decision-makers through regional platforms, the project fosters collaboration and builds long-term capacity for more effective climate action.

ACTIVITIES
1. Technical Support
· Peer review processes for GHG inventories across selected countries.
· Development and adoption of regional M&E frameworks for adaptation (with alignment to the Regional Adaptation Strategy).
· Finalization of a Central Asia “Green” Taxonomy to define climate finance-eligible activities.
2. Capacity Building
· Sector-specific technical training, including deep dives into LULUCF, methane emissions, and policy impact assessments.
· Dissemination of methodologies and tools, including ICAT guidance, in Russian and English.
· Ongoing knowledge management through integration with CACIP (Central Asia Climate Information Portal).
3. Regional Coordination
· Mapping and coordination of national, regional, and global transparency initiatives to avoid duplication and enhance synergies.
· Joint organization of training events with international partners such as UNEP-CCC, FAO, and UNDP.
4. Communication and Outreach
· Organization of high-level visibility events, including a side-event at the Central Asia Climate Change Conference 2025.
· Development of project proposals to sustain ReCATH’s operations beyond 2026.
EXPECTED RESULTS
· Improved peer-reviewed GHG inventories that help countries improve their reporting and correctly identify gaps, as well as better understand the Techical review process before sending the report to the UNFCCC and improve peer learning in Central Asia.
· Operational regional M&E framework on adaptation aligned with the ETF.
· Officially adopted Central Asia Green Taxonomy for climate finance mobilization.
· Capacity-strengthened experts and institutions ready to lead NDC 3.0 updates.
· Raised visibility of Central Asia’s climate transparency progress on the global stage.
