Concept & Background

Central Asia faces growing challenges at the intersection of human health, animal health, and environmental sustainability. With rising risks (both frequency and size) of zoonotic disease outbreaks, antimicrobial resistance (AMR), and threats to food safety, it has become clear that these issues need a concerted response. The One Health approach, which promotes integrated, multisectoral responses, is now globally recognized as an essential framework for protecting human, animal, and ecosystem health. Given the interconnectedness of the five Central Asia countries, the response also needs to be regional.

In recent years, Central Asian governments and their international partners have taken meaningful steps to advance the One Health agenda. Between 2024 and 2025, several key milestones were achieved across the region. In Kazakhstan, the national Pandemic Fund project was launched with support from the World Bank and the World Health Organization (WHO), leveraging a $19 million grant and $39 million in co-financing to strengthen epidemic preparedness. The Kyrgyz Republic completed the world’s first integrated survey on antimicrobial resistance across human and veterinary sectors, setting a new benchmark for intersectoral surveillance. Uzbekistan, with support from the Quadripartite (WHO, the Food and Agriculture Organization (FAO), World Animal Health Organization (WOAH), and the United Nations’ Environmental Programme  (UNEP)), conducted a joint national risk assessment. Turkmenistan initiated its first intersectoral One Health coordination meetings, shaping a shared regional One Health vision. These efforts are aligned under the Central Asia One Health Framework for Action, which prioritizes AMR, zoonotic diseases, and food safety as critical development challenges in the region.

As part of these efforts, the regional Program “One Health for Pandemic Prevention, Food Systems Resilience and Ecosystem Health in Central Asia”, implemented by the five countries of Central Asia and the Regional Environmental Centre for Central Asia (CAREC) with financial support from the World Bank, the Pandemic Fund and the Health Emergency Preparedness and Response (HEPR) Program, represents a critical step toward enhancing regional health emergency preparedness. CAREC is leading implementation of the regional component, including capacity building, cross-sectoral collaboration, and environmental and social risk management.

A key deliverable of the project is the establishment of the Regional One Health Coordination Structure (ROHCS), an inter-governmental mechanism designed to ensure coordinated action, knowledge exchange, and harmonized regional strategies across Central Asian countries in implementing the One Health approach. Within this structure, the Regional One Health Coordination Council (ROHCC) will serve as the main decision-making and advisory body, composed of representatives officially nominated by each participating country.

The Regional Inception Meeting, to be held in Dushanbe on 29–31 October 2025, will mark the formal launch of the ROHCS and the first meeting of the ROHCC.

This meeting will also serve as the official launch of the Central Asia One Health Program, bringing together key stakeholders from across the region, including government ministries, international organizations, technical agencies, and civil society, to ensure shared ownership and coordinated implementation of the One Health agenda.

A central feature of the event will be the Scientific Seminar on One Health in Central Asia, held on 30–31 October 2025. This seminar will serve as a key technical platform for advancing scientific collaboration and evidence-based policymaking across the region. It will bring together researchers, policymakers, and technical experts from Central Asia and international organizations, including WHO, FAO, EFSA, IUCN to address critical topics such as antimicrobial resistance, zoonotic disease prevention and detection, climate-biodiversity-health linkages, and digitalization for integrated surveillance systems. Sessions will also explore One Health education and curriculum development, fostering the next generation of cross-disciplinary professionals. The seminar’s closing discussions will focus on translating research findings into concrete action, identifying regional research gaps, and strengthening mechanisms for collaboration under the ROHCS.

Expected Outcomes

1.     Formal Launch of the Regional One Health Coordination Structure (ROHCS):
The establishment of an operational, intergovernmental coordination mechanism comprising the Regional One Health Coordination Council (ROHCC) and National One Health Coordination Structures (NOHCSs) to guide and harmonize regional One Health actions across Central Asia.

2.     Presentation of Regional Work Plan:
Endorsement of the ROHCS regulation and presentation of the first-year work program outlining priority actions on pandemic prevention, antimicrobial resistance, zoonotic diseases, and food safety.

3.     Strengthened Regional and Scientific Collaboration:
Enhanced cooperation among governments, research institutions, and international organizations through the Scientific Seminar on One Health in Central Asia, leading to shared research agendas, data exchange, and joint initiatives.

4.     Consolidated Political Commitment and Awareness:
Renewed high-level commitment from Central Asian governments and partners to the One Health agenda, reinforcing multisectoral collaboration, investment mobilization, and integration of One Health principles into national and regional policies.

 Target Audience

The event is aimed at an audience of decision-makers, technical experts and social activists involved in the health, agriculture, sanitation and environment sectors. The event will be attended by ministers and head of line ministries from the Ministries of Health, Agriculture, Environment and Food Safety; experts in epidemiology, veterinary medicine, biosecurity and digital solutions; representatives of regional bodies and UN agencies; development partners and donors; as well as civil society organizations, academic and research institutions, and the media. Participation from agribusiness firms, pharmaceutical companies, and digital health startups will ensure private sector engagement in co-developing practical One Health solutions. This broad participation aims the dialogue and planning processes reflect a truly multisectoral and inclusive approach to One Health.

Batyr Kurbangeldyevich Mamedov is a hydraulic engineer by education. In 1986, he graduated with distinction from the Faculty of Hydromelioration of the Turkmen Agricultural University. He began his professional career at the Ministry of Water Management of Turkmenistan, and from 1988 to 1991 pursued full-time postgraduate studies at the Institute of Deserts of the Academy of Sciences of Turkmenistan.

In 1994, he defended his PhD thesis in the fields of Environmental Protection and Sustainable Use of Natural Resources and Land Reclamation and Irrigated Agriculture. Starting from 1998, he worked at the National Institute of Deserts, Flora and Fauna of the Ministry of Nature Protection of Turkmenistan. His academic career progressed from Junior Researcher to Head of Laboratory. He has authored more than 100 scientific publications devoted to various aspects of natural resource conservation in Central Asia.

In 2015, he was appointed to the Executive Committee of the Interstate Commission on Sustainable Development (ICSD) of the International Fund for Saving the Aral Sea (IFAS), where he served as Head of the ICSD Secretariat.

In 2025, he was elected Executive Director of the Regional Environmental Centre for Central Asia (CAREC).



Almaz Mustafaevich Musaev

Mr. Almaz Musaev has been appointed Deputy Minister of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic since September 2025.

The main specialization of Mr. Almaz Musaev is the conservation of biodiversity and natural ecosystems.

 Prior to joining the Ministry of Natural Resources, Ecology and Technical Supervision, Mr. Almaz Musaev worked as Director of the Forest Service at the Ministry of Agriculture and Processing Industry of the Kyrgyz Republic, coordinating forestry and forestry of the Kyrgyz Republic, national projects on natural resource management at all levels of their implementation, including the development of strategic documents and national plans development in cooperation with international and national development partners.

Mr. Almaz Musaev's work experience begins in 1995 and has gone through all stages of professional development. During his work in the environmental protection and ecology system, Mr. Almaz Musaev was directly involved in the development and adoption of regulatory legal acts on the conservation of biodiversity, especially in the development and approval of accounting methods for wild animals. It is important to take into account the number of snow leopards in Kyrgyzstan and create an international initiative for the conservation of the snow leopard, which is supported by all countries of the world where the snow leopard lives.

Ms. Bubuzhan Kamchybekovna Arykbaeva has been serving as the Deputy Minister of Health of the Kyrgyz Republic and the Chief State Sanitary Doctor since June 2022.

Her main professional areas of expertise include sanitary and epidemiological supervision, prevention of infectious and non-communicable diseases, coordination of immunization programs, and strengthening of public health initiatives. She is also responsible for the development and implementation of national sanitation and hygiene policies, organization of epidemiological surveillance, and response to public health emergencies, as well as the promotion of interagency and international cooperation in the field of health protection.

Ms. Arykbaeva is an active member of national coordinating bodies and serves on the Coordinating Council for Combating HIV/AIDS, Tuberculosis, and Malaria under the Cabinet of Ministers of the Kyrgyz Republic. Her participation in this body underscores her important role in governing national programs aimed at combating priority diseases and ensuring sustainable health outcomes.

Through her extensive experience and professional competence in the field of healthcare, Ms. Arykbaeva contributes to strengthening the national health system’s preparedness for epidemic threats, modernizing sanitary and epidemiological control standards, improving preventive programs, expanding cooperation with international partners and donors, and enhancing public health and the overall quality of life in the Kyrgyz Republic.


Ambassador Micaller, a career member of the Senior U.S. Foreign Service, rank of Minister Counselor, was nominated to serve as the Ambassador of the United States to Tajikistan on June 22, 2022 and was confirmed by the U.S. Senate on December 13, 2022.  He arrived in Tajikistan on February 23, 2023.

Ambassador Micaller served as the Deputy Chief of Mission at the U.S. Embassy Kathmandu, Nepal from 2019 to 2022.  He was the Deputy Chief of Mission at the U.S. Embassy in Ulaanbaatar, Mongolia from 2016 to 2019.  Previously, he was Deputy Director of the Office of India Affairs in the Bureau of South and Central Asian Affairs (SCA); Political-Economic Section Chief, then Acting Deputy Chief of Mission in Dushanbe, Tajikistan; Senior Economic Officer in the SCA Office of Regional Affairs, and Deputy Chief of the Economic Section in Rabat, Morocco.  He has served in the Department of State’s Operations Center and Executive Secretariat Staff; Moscow, Russia; and Ashgabat, Turkmenistan.  He also worked for Tyco International as an Executive Council on Diplomacy Lawrence S. Eagleburger Fellow.

Ambassador Micaller has a B.A. from the Johns Hopkins University, an MBA from George Washington University, and is a Distinguished Graduate of the National War College, with an MS in National Security Strategy.  He speaks Tajiki and Russian

Dr Danilo Lo Fo Wong has worked for almost 30 years in the areas of food safety and antimicrobial resistance (AMR) from a One Health perspective. Since 2011, he is the Regional Adviser for the Control of AMR at the World Health Organization European Office, Copenhagen, Denmark, where he coordinates AMR-related work to ensure a comprehensive approach to support the 53 Member States of the European Region. 

Activity areas include: supporting national AMR action plan development, facilitating intersectoral coordination, strengthening surveillance of antimicrobial consumption and resistance, strengthening laboratory capacity and quality management, implementing infection prevention and control core components, promoting antimicrobial stewardship programmes, mainstreaming behavioural insight methodology, as well as supporting education, advocacy and awareness campaigns. 

Prior to that, he performed research at the University of Guelph, Ontario, Canada (1993-94), the Animal Health Service, Deventer, The Netherlands (1994-95), and the Royal and Veterinary University, Copenhagen, Denmark (1996-99). Between 1999 and 2007, he worked as a senior scientist at the Danish Zoonosis Centre, after which he joined the World Health Organization (WHO) headquarters in Geneva, Switzerland, as the coordinator of the WHO Global Foodborne Infections Network (GFN) - a global epidemiology and laboratory capacity-building network.

Ms. Oxana Kravtsova is the Environment and Health Programme Manager at the Regional Environmental Centre for Central Asia (CAREC), where she coordinates the Regional One Health Programme. In this role, she promotes the integration of environmental sustainability and ecosystem health into the One Health approach, fostering cross-sectoral collaboration among health, agriculture, food security, and environmental institutions across Central Asia.

Her professional background lies in climate change adaptation, methane emission reduction, and combating land degradation and desertification. Ms. Kravtsova has extensive experience implementing regional projects focused on climate transparency, sustainable resource management, and capacity building for greenhouse gas monitoring and reporting.

Previously, she served as a Climate Transparency Specialist at CAREC, leading initiatives under the UNFCCC framework and managing the Capacity Building for Methane Emission Reduction (CA CBMER) project. Her work contributed to strengthening regional expertise in methane inventories, emission reduction technologies, MRV and transparency systems.

Ms. Kravtsova’s multidisciplinary background enables her to address the interconnections between environmental and health issues through the lens of climate resilience and ecosystem sustainability. With a background in finance, she has contributed to UNCCD-related projects and Nexus-based initiatives, bringing a strong analytical and cross-sectoral perspective. She is deeply committed to advancing regional cooperation and supporting Central Asian countries in aligning their efforts with the global goals.

Prof. Jakob Zinsstag is a veterinarian with a PhD in tropical animal health. He spent eight years in West Africa at the International Trypanotolerance Centre in The Gambia and four years as the director of the Centre Suisse de Recherches Scientifiques in Côte d’Ivoire. Since 1998 he heads a research group on human and animal health at the Swiss Tropical and Public Health Institute. Since 2011 his is deputy head and since 2025 head of department of Epidemiology and Public Health at Swiss TPH. He focuses on the control of zoonoses in developing countries and the provision of health care to mobile pastoralists using a One Health approach. He is past president of the International Association for Ecology and Health and former president of the scientific board of the Transdisciplinary network of the Swiss Academies. He teaches One Health and Trandisciplinary theory and methods and is lead educator of massive open access online courses

Manar Asyrovna Smagul graduated from the S.D. Asfendiyarov Kazakh National Medical University. She completed a two-year Applied Epidemiology Training Program (FETP CDC/CAR) delivered by the U.S. Centers for Disease Control and Prevention in Central Asia.

Ms. Smagul is a highly qualified expert in the field of infectious disease epidemiology and immunoprophylaxis. She is a physician of the highest category, holds a Master of Public Health degree, and is currently a doctoral candidate at the Medical University of Astana. She serves as the Deputy Chairperson of the Board of the National Center for Public Health under the Ministry of Healthcare of the Republic of Kazakhstan.

She is the National Coordinator for the implementation of the “One Health” concept in Kazakhstan and a member of the National Immunization Advisory Committee. At the national level, Ms. Smagul coordinates the implementation of global World Health Organization programmes, including epidemiological surveillance of antimicrobial resistance and influenza, as well as the elimination of poliomyelitis, viral hepatitis, and other priority health areas.

Ms. Smagul closely collaborates with international organizations such as WHO, UNICEF, and the U.S. Centers for Disease Control and Prevention on key public health issues. She has experience presenting at international conferences and high-level meetings. A fluent speaker of both Russian and Kazakh, she also organizes national and international-level conferences and training programmes.


Peter Sousa Hoejskov works as Technical Officer for Food Safety and Zoonotic Diseases at the WHO Regional Office for Europe in Copenhagen, Denmark. As part of the WHO Health Security Division, he provides technical assistance and strategic guidance to Member States to operationalize the One Health approach to manage foodborne and zoonotic diseases. He is a founding member of and serves as the WHO focal point to the Quadripartite Regional One Health Coordination Mechanism for Europe and Central Asia.

Rustamjon Niyozovich Ikramov was born on February 25, 1966, in Khojaabad District, Andijan Region, Uzbekistan. He is Uzbek by nationality.

In 1989, he graduated from the Tashkent State Medical Institute, specializing in hygiene and epidemiology (full-time program). He holds a higher education degree and is fluent in Russian. He does not hold an academic degree or title.

After graduation, he began his professional career as follows:

Dana Abeldinova Monitoring and Reporting Consultant at the WHO Country Office in Kazakhstan, Public Health Unit. Since September 2024, she has been supporting the national health team in implementing the Pandemic Fund’s multi-country grant, “Pandemic Preparedness and Response Project through a One Health approach in Central Asia.” Before joining the Public Health Unit, she provided operational support to the Immunization and Digital Health team.
Dao Nguyen is the Senior Programme Manager, Conservation Action, Species Conservation Action, IUCN Secretariat, based in Gland Switzerland with a global focus on species conservation and zoonotic spillover prevention. She has been working on biodiversity conservation issues for more than 25 years in Vietnam, Seychelles, Australia, with over 15 years’ experience in engaging with the international biodiversity policy processes.
Dr. Zulfia Atadjanova is a medical doctor and public health specialist with extensive experience in health system strengthening, pandemic preparedness, and response. She serves as a National Professional Officer at the World Health Organization Office in Uzbekistan, providing technical support to the Ministry of Health in areas such as health emergencies and pandemic preparedness, including respiratory pathogens, antimicrobial resistance, laboratory quality, and food safety. She holds a Master’s degree in Public Health from the University of Debrecen, Hungary, and has contributed to numerous WHO initiatives and training programs across Central Asia. Dr. Atadjanova’s work focuses on advancing evidence-based health strategies and improving population health outcomes in the region.

Gulmira Sayinbaevna Utesheva has a Master of Public Health (MPH). She holds a CDC certificate in Applied Epidemiology (2009-2011) and completed physician retraining at the KNTsKZI (Kazakh Scientific Center for Quarantine and Zoonotic Infections) in the course "Epidemiology, bacteriology of especially dangerous and quarantine infections."

She has twenty years of scientific and pedagogical experience in healthcare institutions, including more than ten years at the training center of the scientific center for especially dangerous infections, where she co-authored the development of educational programs on laboratory diagnostics and epidemiology of quarantine and especially dangerous infections, and on biosafety, both for the Republic of Kazakhstan (RK) and within the framework of an EU project.

Currently, she works as the Deputy Director of the Department of Science at the RSE on REM (Republican State Enterprise on the Right of Economic Management) "National Center for Public Health" of the Ministry of Health of the Republic of Kazakhstan.

Dr. Mario Latini is a Public Veterinary with a very diverse background. After graduating in Veterinary Medicine completing a specialization School in food safety and a specialization School in aquatic animal health, he earned a PhD in food inspection. He worked for the British MAFF as an Official Veterinary Surgeon and as a Local Veterinary Inspector for 3 years. He then worked for the Ministry of Health in Italy for 10 years as director of a provincial laboratory for the diagnosis of infectious diseases and then for 9 years as director of the reference center for shellfish control. He was a professor for 3 years at the Veterinary University of Camerino (Italy) for the control of fishery products and has now been working for 6 years as an expert seconded for the WOAH at the SRR for Central Asia in Astana (Kazakhstan), focusing on AMR, aquaculture and One Health activities.

Saya Gazezova is an epidemiologist from Kazakhstan and a graduate of the Central Asia Field Epidemiology Training Program. She holds a Master’s degree in Applied Epidemiology from Asfendiyarov Kazakh National Medical University and a Bachelor’s degree in General Medicine from Semey Medical University. 

From 2022 to 2025, Ms. Gazezova worked as an epidemiologist at the Scientific and Practical Center for Sanitary and Epidemiological Expertise and Monitoring under the Ministry of Health of Kazakhstan. During this time, she was responsible for national surveillance of vaccine-preventable and other communicable diseases and participated in outbreak investigations of foodborne infections and Crimean-Congo hemorrhagic fever. 

She currently serves as the Program Manager of the Central Asia Field Epidemiology Training Program (FETP) at CDC/CAR and mentors fellows engaged in international public health research and training projects. Ms. Gazezova has presented her research at international conferences, including the CDC EIS Conference in Atlanta, IDWeek in Boston, and AFENET in Mombasa. Her publications focus on infectious disease outbreaks and public health preparedness in Kazakhstan and Central Asia.


Ms. Gulnora Abdukhalilova – Doctor of Medical Sciences (DSc), Professor of the department at Tashkent Medical University, WHO National Coordinator on AMR. Since 2017, I have been the head of the AMR Center at the Republican Specialized Scientific-Practical Medical Center of Epidemiology, Microbiology, Infectious and Parasitic Diseases (RSSPMCEMIPD). Specialization: microbiology, AMR, food safety, laboratory quality (even in Russian, I cannot understand what quality is being referred to). Since 2006, I have been implementing various international and national projects on the issue of AMR.


Vitaliy Gromov is the Advisor to the Director General od the Institute of Zoology of the Republic of Kazakhstan and is the Responsible executor in Kazakhstan of IUCN project “One Health in nature conservation – Enhancing landscape resilience to zoonotic disease emergence by consolidating nature conservation systems in Central Asia”, which is funded by the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection of the Federal Republic of Germany. Vitaliy has extensive experience in the implementation of conservation projects in Kazakhstan and Central Asia.



Professor Xiao-Nong Zhou is the Chief Scientist on parasitic diseases control in Chinese Center for Disease Control and Prevention (China CDC), and the Director of the World Health Organization (WHO) Collaborating Centre for Tropical Diseases, based in Shanghai, China. He also serving as the Vice Dean of School of Global Health, Chinese Center for Tropical Diseases, Shanghai Jiao Tong University School of Medicine. He has been selected as Chairman of Global Health Society for the Chinese Preventive Medicine Association, member of FAO/WHO/UNEP/WOAH Quadripartite One Health High Level Expert Pannel (OHHLEP) Term II, Chair of One Health Working Group of World Federation for Public Health Association (WFPHA), as well as the Editor-in-Chief of three journals, such as Infectious Diseases of Poverty, Science in One Health, etc.  Professor Zhou is a leading international expert in the research and control of tropical diseases by using One Health approach, with over 40 years of experience working in the field of parasitology, he has been listed as a high-cited Chinese Researcher since 2016, and a top 2% of the world scientists.

Dr. Kirstin Grosse Frie is a social scientist with expertise in bringing together international partners and stakeholders from various sectors to tackle health challenges, with a particular focus on Digital Health and the use of data to solve health problems.

As the Head of the Regional Project “One Health Data Alliance Africa” at GIZ, she leads initiatives that connect diverse partners. She co-coordinates health projects across GIZ’s Africa department and serves as a co-speaker for GIZ's Health and Social Protection Network, an internal network that facilitates exchange of learning among GIZ health and social protection projects globally.

Her extensive background as a social scientist in international health research has honed her skills in collaborative projects. She previously led a research project on health services in Mali and worked for the World Health Organization (WHO) in Lyon, implementing and evaluating cancer prevention programs. With a doctoral degree in sociology and a postdoctoral position at the London School of Hygiene and Tropical Medicine, her career has centered on interdisciplinary health projects worldwide.

Dr. Charlotte Schrurs is an animal health specialist with expertise in pandemic preparedness and response, livestock, and One Health. Her experience spans the private sector, research, and fieldwork. She holds a PhD in Veterinary Medicine and Science from the University of Nottingham. In 2023, she joined the World Bank as a One Health Consultant, contributing to regional One Health projects across Central Asia and West Africa.

Navruz Jaffarov is the Deputy Head of the State Sanitary and Epidemiological Surveillance Service of the Republic of Tajikistan Navruz Jafarov has over 27 years of experience in public health, epidemiology, and sanitary-epidemiological safety. He has held senior positions within the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, including Deputy Minister of Health and Chief State Sanitary Doctor of the Republic of Tajikistan. He has actively contributed to the development of key national laws and strategic documents on sanitary and epidemiological safety, prevention of HIV/AIDS, malaria, and other infectious diseases. Currently, he serves as the co-coordinator of the “One Health” initiative in the area of human health. Dr. Jafarov has completed numerous international training courses and workshops organized by WHO, CDC, and other partners on epidemiology, infection prevention and control, pandemic preparedness, and public health emergency response.

Said Haidar Davlatzoda is a public health and epidemiology specialist with over 35 years of professional experience. He graduated from the I.M. Sechenov First Moscow Medical Institute with a degree in Hygiene and Epidemiology. Throughout his career, he has held senior leadership positions within the sanitary and epidemiological system of the Republic of Tajikistan, including Chief Physician of the Kulyab Regional Sanitary and Epidemiological Station, Head of the Department of Sanitary and Epidemiological Safety, Emergency Situations, and Emergency Medical Care, and Deputy Head of the State Sanitary and Epidemiological Surveillance Service. He currently serves as the Head of the Department of Sanitary and Epidemiological Safety, Emergency Situations, and Emergency Medical Care at the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan.

Peter Sousa Hoejskov works as Technical Officer for Food Safety and Zoonotic Diseases at the WHO Regional Office for Europe in Copenhagen, Denmark. As part of the WHO Health Security Division, he provides technical assistance and strategic guidance to Member States to operationalize the One Health approach to manage foodborne and zoonotic diseases. He is a founding member of and serves as the WHO focal point to the Quadripartite Regional One Health Coordination Mechanism for Europe and Central Asia.

Kairat Tabynov is a virologist and vaccinologist with expertise in the development of next-generation vaccines for zoonotic and avian influenza viruses. He leads research at the International Center for Vaccinology in Kazakhstan, focusing on reverse genetics platforms, mucosal immunization strategies, and DIVA-compatible vaccine technologies. He has authored numerous peer-reviewed publications and collaborates extensively with international partners on vaccine research and pandemic preparedness. His recent work has included the evaluation of commercial and prototype H5Nx avian influenza vaccines, as well as the development of novel immunization platforms tailored for use in resource-limited settings.



Burmaa Dashbal is an experienced rangeland management expert and the Executive Director of the Green Gold-Mongolian Rangeland Research Center. With a Ph.D. in Rangeland Resilience, she specializes in climate change, rangeland recovery, and sustainable livestock management. Throughout her career, Burmaa has led numerous high-impact projects focused on carbon sequestration, value chain improvement, animal welfare, and the development of eco-certifications for nomadic practices. She is the author of several publications and has presented her research at international conferences. Burmaa also co-chairs the International Year of Rangelands and Pastoralists.



Carmen Smith, the inaugural Cornell K. Lisa Yang Center for Wildlife Health Free-Ranging Wildlife Pathology Fellow, works to unravel the etiological factors and conditions responsible for unexplained wildlife mortality events, as well as on building sustainable capacity for wildlife pathology, disease surveillance and diagnostic testing around the world. Understanding the causes of mortality events can help to minimize or even prevent future impacts on vulnerable wildlife populations.

As a board-certified veterinary pathologist, Carmen acts as a disease detective, piecing together macroscopic, microscopic, molecular as well as chemical clues to unmask and identify pathogens or other causes of illness. In order to conserve wildlife, it’s critical to identify the causes of population declines. In his current position, he provides pathology support for a variety of conservation health initiatives, with recent work focusing on mortalities in mountain ungulates in Kyrgyzstan, seals in Kazakhstan, rhinos and gharial crocodiles in Nepal, vultures and storks in South Asia, and dugongs in Thailand. In all these projects, Carmen utilizes pathology capacity building and collaboration with local expertise to solve these critical conservation questions.



Alisher Saidmukhtorov is the Director of the Institute of Political Processes, Diplomacy and Globalization at the Academy of Public Administration under the President of the Republic of Tajikistan. He leads national and international initiatives in the areas of governance, diplomacy, and sustainable development. Alisher is actively involved in the implementation of the WHO Global Laboratory Leadership Programme (GLLP) in Tajikistan, with a focus on adapting it to support One Health approaches. He has extensive experience as a trainer and facilitator for laboratory managers and public sector leaders across Central Asia.

Bolot Dzhenishbekov is a specialist in the implementation of digital veterinary accounting an animal traceability systems, as well as the application of epidemiological methods for the analysis and prevention of zoonotic diseases. 



Steffen Zuther works as project manager and conservation researcher at the Frankfurt Zoological Society. Since 2007 he has taken on various roles for the Altyn Dala Conservation Initiative in Kazakhstan (ADCI), a large-scale and long-term grassland ecosystem conservation initiative, having been based for many years at the Association for the Conservation of Biodiversity of Kazakhstan (ACBK). During this time, he has been involved in educational work, community awareness raising, land-use planning, support and coordination of rangers and a hunting area, research and extensive fieldwork activities. A lot of these tasks were related to the Saiga antelope as one of the key species of the ADCI, supporting its recovery. As the species is prone to mass die-offs, he has also supported wildlife disease research and management in partnership with international and national wildlife health experts, particularly after he had witnessed the mass die-off in 2015. His main field of research is the migration of saiga and its ecological significance for the grassland ecosystems. As the Saiga populations have grown significantly in recent years, causing conflicts with local people, he now supports solutions to this conflict and advises agencies in Kazakhstan in their first steps towards a system of sustainable use of Saiga. Diseases and their spread at the wildlife-livestock interface are again an important topic in this context.

Dr. Tongkorn Meeyam is the Executive Director of the Southeast Asia One Health University Network (SEAOHUN) since 2024, leading regional efforts to strengthen the One Health workforce in Southeast Asia. She brings nearly 20 years of academic experience from the Faculty of Veterinary Medicine, Chiang Mai University, Thailand. Dr. Meeyam has played a key role in building veterinary and public health capacity through her leadership of the WOAH Collaborating Centre for Veterinary Service Capacity Building and her previous role as Project Coordinator at the EcoHealth-One Health Resource Centre. 



Ekaterine Jabidze is a Senior Specialist at Georgia’s National Center for Disease Control and Public Health (NCDC) at the One Health Department and Manager of the One Health FETP Frontline program. Her work spans zoonotic disease surveillance, outbreak response, risk communication, and training of public health and medical staff. She is also an Invited Lecturer at BAU International University of Batumi, where she teaches the One Health module. Previously, she served as Incident Manager with WHO in Armenia and Head of Secretariat for the Biosurveillance Network of the Silk Road. Ekaterine holds an MPH (Georgian-Norwegian collaborative program), is a MediPIET, and US CDC Public Health Emergency Management program graduate.

Carlos das Neves is EFSA’s Chief Scientist and has been a member of EFSA’s senior management team since November 2022.

A Portuguese and Norwegian national, Carlos was Director of Research and Internationalisation at the Norwegian Veterinary Institute (NVI) before joining EFSA and previously served as Head of Virology and Head of Food Safety & Emerging Threats at the NVI. Additionally, he was a Full Professor at The Arctic University of Norway (UiT) from 2012 to 2025.

Carlos is a veterinarian (DVM – Technical University of Lisbon) and holds a PhD in veterinary sciences (Norwegian School of Veterinary Sciences). Serge Morand is a health ecologist with a background in evolutionary ecology and zoology. He leads projects on the links between biodiversity, health and societies in Southeast Asia.

Dr. Aidyn Yeshzanov is a wildlife researcher specializing in field-based studies with a strong focus on spatial ecology, conservation, and infectious as well as vector-borne diseases. His expertise also includes pest management and integrated plant protection, along with the biotechnology of venom-producing invertebrates such as spiders, scorpions, insects, and centipedes. In addition, he has participated in projects assessing the impact of industrial activities—including oil and gas development, nuclear test sites, and large-scale construction—on both invertebrate and vertebrate fauna.



Dr. Laure Weber-Vintzel is a Senior Livestock Specialist at the World Bank Group, where she provides technical support for sustainable livestock-sector analytics and operations that improve productivity, strengthen pandemic-prevention systems, contribute mitigating greenhouse gas emissions and adapting to climate change. Veterinarian with a master’s in animal production, she spent almost two decades with the World Organisation for Animal Health (WOAH), working in various positions both in Headquarters and Southeast Asia. 

Her expertise includes animal health, surveillance and information systems, control and eradication strategy of transboundary animal diseases, AMR, crisis management, international standards setting, implementation and monitoring, evaluation of health systems, and of course One Health.










Holger Kray is the World Bank’s Regional Manager for Agriculture and Food in Europe and Central Asia. Ms. Saparbekova’s primary specialization includes planning, forecasting, and coordinating anti-epizootic measures at the national level, developing key guidelines and regulations for the prevention and control of highly dangerous animal diseases, as well as preparing official reports on the epizootic situation for the World Organisation for Animal Health (WOAH) and liaising with veterinary services of neighboring countries.

Prior to her current position, Ms. Saparbekova has been working in the veterinary sector since 2017, gaining expertise in supervision and regulation, including participation in the development and implementation of national plans and strategies to safeguard both animal and human health. Since 2024, she has held the position of Senior Specialist in the Anti-Epizootic Control Department of the Veterinary Service.
