The Summary: Central Asia States prepare for the UNFCCC COP27


Bishkek, April 13, 2022 – Kyrgyzstan hosted the session “Strengthening regional dialogue in preparation for the 27th Conference of the Parties to the UNFCCC” under the Central Asian Readiness Dialogue on Climate Finance through Collaboration and Partnership. 

The event gathered authorized representatives of the relevant government agencies of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, as well as the international and national experts, representatives of the international development finance institutions and non-profit organizations.

“The CAREC is ready to work purposefully on organization and designing of thematic content of the Central Asia Pavilion at the COP27 and to hold regular meetings with the national and international partners to inform about progress of preparations for the CA Pavilion,” the Executive Director of the Regional Environmental Centre for Central Asia (CAREC) Zafar Makhmudov said.  

At the end of the meeting, the national partners supported a proposal to organize the next Central Asia Pavilion at the COP27 in Sharm El -Sheikh.

The Specialist of the Climate Policy and Green Technologies Department, Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, Shattyk Tastemirova, noted the Central Asia Pavilion at the COP26 became a platform, which increased international visibility and interest of the general public to the region.

In turn, the Director of the Climate Finance Center under the Ministry of Natural Resources, Environment and Technical Supervision of the Kyrgyz Republic, Dastan Abdyldaev, assured of support in raising funds, along with organizational, logistical, and political assistance with organization of the CA Pavilion at the COP27.

The Head of the Department for International Relations and Environment Conventions under the Committee for Environmental Protection under the Government of the Republic of Tajikistan, Dilovarsho Dustzoda, said Tajikistan set up the interdepartmental working group to prepare for the COP27, define priorities and themes of side-events.

The Deputy Head of the Department on Coordination of International Environmental Cooperation and Projects of the Ministry of Agriculture and Environment Protection of Turkmenistan, Mergen Yusupov, reported that Turkmenistan commenced preparations for the COP27. Currently, Turkmenistan is making decision of composition of the delegation at the interdepartmental level.

The Deputy Director General of Uzhydromet, Firuz Safarov, favoured the idea of the Central Asia Pavilion at the COP 27 and noted the success of the Pavilion “5 countries – 1 region – 1 voice” at the COP26.

A representative of the civil society, the Chairwoman of the Public Association “ECOM” and the Regional Coalition – Public Alliance of Pavlodar region, Svetlana Mogilyuk, highlighted importance of the CA Pavilion and encouraged to increase presence of the civil society in the composition of national delegations, and encourage participation at sessions with the delegations’ heads.

The international organizations expressed interest in the CA Pavilion and confirmed their support to preparations and organization of the CA Pavilion at the COP27, among them are representatives of GIZ and SDC. SIWI and UNDP proposed thematic cooperation.

A short background. For the first time in the history of the Conferences of the Parties of the United Nations Framework Convention on Climate Change, the Central Asia Pavilion was organized at the COP26 and received international recognition. Moreover, the Director of Climate and Energy Programme at WWF Russia, Alexey Kokorin, together with the Director of the Central Asia Programme at WWF, Grigory Mazmaniants, commended highly rated organization and outcome of the first CA Pavilion.
